You can submit your blog to other blogs. It takes time but you can certainly get other bloggers interested.

There are different forums and if we exclude the paid ones there are some free forums but again you have to build reputation to post something useful.

As discussed previously, forum submissions are a great resource for one-way links. Keep in mind that you may need to make a minimum of ten posts before you are allowed to display your signature including links back to your website.
Begin to register and cultivate a number of forums that you can go back to on a monthly basis to add content and display your signature. I suggest anywhere around twenty forum posts per month.
